The
Smart Nation Group – Digital Government (SNDG) in MDDI plans and prioritises key
Smart Nation and digital government projects, raises the standards of Government
infocomm technology and services, builds long-term capabilities for the public sector, and
promotes adoption and participation in digital and smart innovations.

Position Overview:
The position is under the Products Division of Smart Nation Group, and reports to the Assistant Director. The Products Division looks at Whole-of-Government (WOG) product development processes, and how we can use digital products to solve key problems. The candidate should be passionate about creating impact with technology.
The job has 2 main aspects – driving product excellence across WOG, and direct interventions in key problem spaces to clear barriers or harness opportunities. Stakeholder management is also a key aspect of the job, supporting both the product excellence and direct intervention areas.
Product excellence: The candidate will help to shape and implement WOG policies to drive product excellence across WOG, e.g. reviewing funding processes, how to widen innovation funnel, encourage pivots. The candidate can also propose and shape how Government can better develop our technology stack, e.g. whether we should create new stack components, how we can get components within this stack to work together better to delivery digital services.
Direct Intervention: The candidate will also be expected to directly intervene in some key problem spaces, to quickly harness new opportunities, or clear barriers. The candidate can contribute either towards product management, software engineering, or design in these areas. Specific to product managers, to be effective, as the barriers may involve legal regulations, policy issues, resourcing frameworks, or cross-agency negotiations, the candidate should also be comfortable handling these areas.
Given the dual policy and product nature of the job, the candidate will work at the cross-section between technology policy and product management/engineering/design.
Stakeholder management: The role requires working across a wide range of government agencies, including working closely with the development teams in GovTech and other Government organisations such as the Public Service Division to promote deployment and adoption of the various digital products.
Key Responsibilities:
- Help to plan and execute policies, strategies, and roadmaps to drive product excellence across WOG. This may involve coordination among different government agencies, driving changes across GovTech and/or WOG.
- Intervene in key problem spaces, either as a product manager, software engineer or designer. Clear roadblocks and barriers and capture new opportunities.
- Build subject matter expertise and stay up to date on technological developments in digital products.
Key skills candidate can develop in this role:
- Product policy, especially in the Government context, e.g. consolidation vs proliferation of services;
- Product management, guiding and pushing the growth of digital products, alignment to management vision;
- Stakeholder engagement, working across multiple agencies, management of conflicts;
- Understanding of Government ICT landscape
Requirements:
Policy experience
- Demonstrated success in policy formulation and implementation.
- Excellent analytical and problem-solving skills
- Strong writing ability, able to clearly articulate a policy position or strategy, and defend one's views
Technical skills
- Product management, software engineering or designer experience
Culture
- Excellent interpersonal skills, including relationship building and collaboration within a diverse, cross-functional (technical development, business and operational) team
- Resourceful, strong work ethic and the ability to work independently to get things done in a fast-paced environment
