The role will be responsible for leading and driving the company's recruitment strategy to attract and hire top talent for a range of positions across our Walmart Marketplace organization across China. The role reports to the Head of Talent Acquisition based in Singapore.

Key Responsibilities
As a key member in the Talent Acquisition team, you will:
Lead sourcing strategy with successful vision
- Understand the business needs (in terms of skills, types of profiles) for each site and build a relevant strategy, including maintaining a healthy pipeline of relevant talent
- Keep abreast of the latest employment regulations, provide talent market insights
- Promote the Employee Value Proposition (EVP) actively to increase the visibility of the brand in the local markets
- Oversee pipeline strategies to ensure timely hiring and attract talent for strategic initiatives
Own Talent Acquisition as a business
- Manage & improve the Manage end-to-end recruitment operations & onboarding process to ensure smooth experiences for both candidates and stakeholders, from campaigns to onboarding, while effectively handling budgets and reporting to leadership
- Manage all pipeline and recruitment activities including initiating alumni programs, managing agencies relationship, managing and promoting internal mobility within the company, encouraging referral, leading campus programs dynamically & improving social media presence
- Direct hands-on recruitment ownership for identified business groups and collaborate with a core hiring teams to understand our recruitment needs and source candidates for diverse roles
- Manage the TA function as a COE (Center of Excellence): with regards to all HR team members and business stakeholders playing roles within the TA life cycle, to grow the TA expertise in the team and ensure quality of delivery on all TA topics from the team
- Continuously improve recruitment processes, leveraging data-driven insights to enhance efficiency and candidate experience
- Governance of headcount monitoring process & strong contributor with Business Unit Operations and Capacity planning for work force monitoring
- Presenting recruitment metrics including time to offer, aging requisitions etc. to key stakeholders as required, facilitating implementation of any resulting insights
- Collaborate with HR Shared office, Legal in relation to Recruitment regulatory matters
Be the Leader and an influencer
- Lead and mentor a team of recruiters and talent sources, driving an efficient and candidate-focused recruitment process
- Develop and execute talent acquisition strategies locally, aligning with business goals and market trends
- Be the spokesperson in our local team of recruitment experts, where the individual's opinion is value-added to support the growth in our local landscape
- Collaborate with HR Business Partner to define and plan future hiring needs
About you

Good business acumen with the ability to apply critical thinking, good HR judgement and institutional knowledge to connect the dots
Good understanding of the levers of talent acquisition programs and policies in terms of design, development and implementation
Think creatively about the future of recruitment, incorporating best practices and digitalization efforts
Strong communicator, persuasive and able to build good rapport with candidates and stakeholders of all levels
Sense of urgency with ability to manage multiple priorities in a demanding environment
Ability to organize resources, data, tasks, and people effectively and displays effective prioritization use of resources
Qualifications
Bachelor's degree
- More than 10 years of full cycle recruiting experience within ecommerce industry, supporting customer success, sales, commercial positions preferably from recruiting agencies or in-house recruiting team
- Demonstrated success in developing and executing effective recruitment strategies while leading and managing a team of skilled recruitment professionals
- Strong understanding of local employment laws and hiring regulations
- Experience in collaborating with senior leaders and drive strategic initiatives with a strong operational focus
- Working knowledge with recruiting tracking systems such as Avature or Workday will be an advantage
- Demonstrated ability to successfully prioritize and meet recruiting goals
- Proven track record in high volume hiring environment
- Experience with web-based tools and products like Outlook, Excel, Word and SharePoint
