You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service. Candidates must meet all the specialized experience criteria listed below in order to be referred for consideration.
Specialized experience is defined as the following:
(1) Demonstrated ability and effectiveness in tactical and strategic sourcing to attract and identify highly qualified candidates.
(2) Experience in analyzing recruitment needs, and formulating effective and innovative recruitment strategies to meet workforce requirements.
(3) Demonstrated experience in building relationships and providing responsive, detail-oriented and follow-through customer service.
(4) Knowledge and ability to use human resources information systems, including applicant tracking and talent acquisition systems.
(5) Experience applying a wide variety of relevant employment laws and/or Office of Personnel Management (OPM) regulations, guidance and standards such as the Guide to Processing Personnel Actions, General Schedule Qualification Standards, Federal Wage System Qualification Standards, pay systems and hiring flexibilities.
The ideal candidate is well-versed in developing assessment tools and vacancy announcements for a wide variety of general schedule and wage grade system positions and has experience applying OPM regulations, guidance and standards. Must be able to adopt and apply Architect of the Capitol standards, policies, processes and procedures.
