- Salary: $141,432 - $163,493 (plus 15.4% super & allowance)

The Australian Bureau of Statistics is looking to fill two vacant EL 2 level roles in the People Services Branch: Director of Workplace Relations and Specialist, People Management and Wellbeing . We welcome applications from candidates interested in joining the ABS in a similar HR Director role as our objective is to create a merit pool of suitable candidates to support current and expected EL2 vacancies (both permanent and temporary) across the People Services Branch.
About the roles
Director (EL 2) - Workplace Relations
The primary responsibilities of the Director of Workplace Relations position are to provide professional workplace relations and HR advice to senior executives that will support effective workplace arrangements, including enterprise agreements, managing employee consultation processes, and ensuring relevant people policies/guidelines are maintained. The Workplace Relations Director also has management responsibilities for ABS’ SES Liaison Unit.
Responsibilities of this role include:
- Interpretation and provision of advice on the application of the employment framework, including enterprise agreements, applicable legislation, and government policies such as the Public Service Act 1999, Fair Work Act 2009, and the Public Sector Workplace Relations Policy (highly desirable).
- Negotiating an enterprise agreement in accordance with the requirements of the Fair Work Act and Public Sector Workplace Relations Policy (highly desirable).
- Leading and/or coordinating consultation activity in a complex and diverse working environment.
- Being influential and solutions-focused to strengthen and manage relationships with key departmental stakeholders and external stakeholders such as statutory authorities and employee unions.
- Management of the SES Liaison Unit.
Specialist (EL2) – People Management and Wellbeing
The primary responsibility of the Specialist (EL2) is to provide professional advice and subject matter expertise in performance management, Code of Conduct matters, employee workplace issues, probation, redundancy, rehabilitation case management, and WHS to the senior executive and broader ABS stakeholders.
The applicant will be required to input into external forums (e.g., Administrative Appeals Tribunal, legal proceedings if required). Availability outside of business hours (to receive calls and progress emergency/urgent actions) is required when critical employee wellbeing matters arise.
Responsibilities of this role include:
- Performance management (including manager/employee support around performance improvement plans and formal performance management processes).
- Conducting case management (e.g., investigations into code of conduct issues, manager/employee support, interpretation, and application of Code of Conduct using correct legislative, regulatory, and compliance frameworks).
- Stakeholder management (including input/representation to external forums e.g., Fair Work Commission, Australian Human Rights Commission).
- Managing the agency’s probation framework.
- Rehabilitation case management.
What we are looking for
Experience/knowledge in a relevant field and/or formal qualifications in Human Resources, including areas such as workplace relations, people management functions, and code of conduct investigations.
To be suitable, you should have most or all of the following skills, qualities, and experience:
- Demonstrated leadership capability and people management skills with the ability to set clear direction, think strategically, and manage competing priorities.
- Excellent interpersonal and communication skills, including the ability to consult, negotiate, and collaborate effectively with a variety of internal and external stakeholders to achieve priority outcomes.
- Proven ability to use discretion and sound judgement to manage complex employment matters and make practical and defensible employment and policy recommendations.
- Excellent written and verbal skills in translating and presenting technical information into plain English for a variety of audiences.
- Ability to demonstrate visible leadership and how this has contributed to effective change.
Workplace Relations only (criteria 6)
- Proven ability to engage with and advise on complex industrial relation matters and employment policy.
People Management only (criteria 6)
- Proven ability to engage with and advise on complex people management, wellbeing, and employment policy matters.
HR Generalist only (criteria 6)
- Proven ability to engage with and advise on complex HR matters, and experience leading one or more of the following areas: workforce planning and/or strategy, pay and entitlements, recruitment and entry-level pathways, people development, inclusion, and diversity.
