SUMMARY OF THE ROLE
In this role, you’ll:
- Design, implement, and support learning and development (L&D), organisational development (OD), and employee engagement initiatives that strengthen organisational capabilities and enhance employee engagement.
- Promote a culture of continuous learning, self-directed growth, and engagement across MOHH and it’s subsidiaries.
- Facilitate training programmes and workshops to address key development needs, acting as a lead facilitator to drive learning objectives and engage participants.
JOB RESPONSIBILITIES
Programme Design and Development
- Support the design and implementation of L&D, OD, and employee engagement strategies that address skills gaps and drive career development across all levels of the organization.
- Lead and participate in team interventions aimed at improving collaboration, communication, and efficiency within teams.
- Integrate various learning methods (e.g., instructor-led, eLearning, blended learning) to create engaging, impactful learning experiences.
- Curate existing content and co-design new learning programmes with external learning providers, ensuring alignment with identified learning needs.
Programme Facilitation and Management
Oversee the end-to-end management of training programmes, including content development, delivery logistics, and post-training evaluation. Ensure that each programme aligns with organisational goals and addresses specific skill gaps.
Conduct assessments to measure the effectiveness of training programs, analysing results to make data-driven recommendations for continuous improvement.
Work closely with team members to operationalize D&E programmes, ensuring high-quality delivery and positive feedback from participants.
Stakeholder Collaboration and Consultation
Partner with MOHH’s divisions, subsidiaries, and other public healthcare stakeholders to foster a cohesive approach to D&E activities.
Facilitate learning needs assessment conversations with line managers to identify critical skill gaps and development opportunities.
Provide consultation and guidance on best practices for improving organizational culture, team dynamics, and performance management.
Stay current with emerging trends in learning and development, organizational design, and employee engagement, bringing innovative solutions to the organization.
Learning Processes and Policies Management
Oversee the administration, maintenance, and enhancement of the Learning Management System (LMS) to ensure it serves as an effective platform for learning across the organisation.
Implement processes for consistent tracking, reporting, and analytics of training completion and effectiveness, providing insights to guide future L&D strategies.
Review and update training policies to reflect industry standards, regulatory changes, and organisational needs.
JOB REQUIREMENTS
Education Requirement(s):
Minimum Degree holder in Human Resources, Business Administration, Psychology or related discipline
Key Qualities:
Demonstrated experience in designing, implementing, and facilitating L&D, OD, and employee engagement programmes.
Strong understanding of organisational behaviour, adult learning principles, and instructional design.
Excellent communication and facilitation skills to engage and inspire participants during training sessions.
Project management skills, with the ability to manage multiple initiatives simultaneously.
Familiarity with HRIS and Learning Management System (LMS).
Analytical skills for assessing programme impact and making data-driven recommendations.
Professional certifications/accreditations in relevant areas would be an advantage.
Years of Experience Required:
Minimally 6 years of HR working experience, with preferably a specialisation in learning and development or organisational development. Experience in public sector and/or healthcare would be an added advantage.
