Overview
The postholder will be responsible for all aspects of Premises Management and have day to day management duties of the site team. There are a wide range of duties and responsibilities connected with the effective operation, maintenance and management of the school which includes; health and safety compliance, security, cleaning, porterage, contract/contractor management, planned maintenance, refurbishment and environmental/sustainability.
General Accountabilities:
· Ensure the safe management and maintenance, cleaning and security of the school buildings, grounds, plant and equipment.
· Ensure that the schools comply with all relevant statutory health and safety requirements which includes, but is not limited to, fire safety, asbestos management and legionella.
· Oversee contractors, ensuring work is completed to the necessary standards, budget, timescales and effective communication is maintained with all stakeholders
· Develop and implement a premises management plan, including a planned maintenance schedule (liaising with the Scholl Business Leader) to ensure the effective and safe running of the schools
· Development and implement environmental and sustainability strategies and promote awareness
· Effective budget management, reporting to the School Business Leader any significant spend associated with the premises management and in line with the school’s relevant financial policies.
· Effective management and performance management of the premises teams, ensuring appropriate cover is maintained and events/leasing arrangements are covered.
· Responsibility for the creation of tender submissions, liaising with the School Business Leader on projects and seeing through contracts from start to finish.
· Plan all staffing hours/patterns to provide cover for events and leasing arrangements, annual leave and unplanned absences.
· Supervise the premises teams, ensuring work is being carried out at an acceptable standard and within a timely manner
· Oversee the SharePoint system, ensuring all premises team have access where necessary
· Ensure the site teams complete relevant training including, but not limited no, safeguarding, health and safety, GDPR.
· Set objectives, reviewing as and when necessary and management performance concerns, liaising with the HR Manager when appropriate.
· Ensure risk assessments are in place for hazardous tasks and that the site team are given information, instruction, training and supervision for these.
· Implement, monitor and oversee contracts for the effective and safe running of buildings, grounds, plant and equipment, ensuring a schedule of annual maintenance visits are planned, organised and completed in a timely manner.
· Ensure repairs are carried out and when necessary, procuring external resources to undertake anything outside of the site team’s remit
· Ensure the effective cleaning and maintenance of the site
· Responsibility for the site security ensuring effective operation of the School Emergency Management and Business Continuity Plan and Lockdown Procedures, liaising with the Federation Leadership Team on matters arising.
· Ensure arrangements are in place to monitor alarms and effectively deal with out of hour call outs and to be contactable in emergencies in conjunction with ADT Alarms and Ward Security.
· Responsibility for being a key holder and for all key holders, ensuring a log of keys is maintained.
· Responsibility for organising quotations, engaging contractors and where appropriate preparing a case/proposal for preferred contractors for presentation to the Governing Body.
· Ensure suitable and sufficient risk assessments for the effective premises management are carried out, regularly reviewed and actions are implemented in a timely manner.
· Liaise closing with the School Business Leader, the rest of the Leadership Team and Teaching Staff (where appropriate) to ensure they have risk assessments in place for their area of responsibility.
· Carry out routine inspections of the sites and addressing areas of concern
· Ensure the regular inspection of fixed wire testing is carried out
· Act as the main fire warden for the West Minster School site, liaising with the appropriate authorities during an emergency
· Ensure adequate health and safety records are maintained and the necessary practice drills are undertaken in line with statutory duties, policies and risk assessments
· Manage the processes in place to ensure the safety of contractors working on site.
· Monitor accidents/near-misses, carry out investigations where necessary and liaise with the relevant authorities to ensure compliance with RIDDOR (the Reporting of Incidents, Diseases and Dangerous Occurrences Regulations).
· Regularly compile a report for the School Business Leader/Head of School and Executive Headteacher relating to health and safety matters.
· Liaise closing with the HR Manager to ensure suitable and sufficient training is provided to premises/site staff.
· Attend and contribute to the regular H&S meetings, which are held throughout the year
· Regularly review and update policies relating to the effective and safe management of school sites in conjunction with the School Business Leader

Person Specification:
· Proactive approach to managing the workload of the site/premises teams
· Experience of applying relevant statutory requirements
· Manage, motivate and supervise the site/premises teams
· Work independently and ability to make decisions when under pressure
· Effectively and confidently communicate verbally and in writing, with various stakeholders
· Good understanding and working knowledge of routing maintenance schedules
· Maintain appropriate records as per statutory requirements including and not limited to GDPR
· Practical maintenance skills and the ability to cover and help out the site team when required
· Organised with good IT literacy skills
· Prepared to work unsociable hours / weekends as required for the demands of the role – including early morning / late close for any school when required
· GCSE in Maths and English A-C grades (or equivalent)]
· Proven site management experience of at least 2 years and a track record of managing contracts, contractors and personnel (not essentially within an education setting). Supervisory experience.
· Good understanding of statutory health and safety requirements
· Recognised Facilities Management Qualification
· IOSH Managing Safety (Institution of Occupational Safety and Health)
· First Aid at Work
· Experience of working within a school setting or similar
· Ability to work across multiple sites
· Experience of managing staff remotely
