Position Summary:
The Talent Acquisition Manager (TAM) will support the Director of Talent Acquisition in leading TA for SI. The TAM will lead full-cycle recruitment across proposals, projects, and HQ positions in the United States and internationally. The Manager will report to the Director of Talent Acquisition on day-to-day talent acquisition efforts, while also partnering with the People & Culture (P&C) team to ensure collaboration on operations and DEI&B aspects of the work. The successful candidate will be a proven recruiter who is pro-active, engaging and very organized, as well as one who brings excellent analytical and leadership experience. The TAM will have the opportunity to supervise other talent acquisition staff. The TAM report to the Director of Talent Acquisition.
Please Note: This position responsibilities entail facilitation of engagement with other staff, clients, and stakeholders who are in the DC, MD, and/or VA (DMV) area. Candidates located in the DMV area will be prioritized.
Depending on the candidate’s experience level and qualifications, this vacancy can be a Senior Talent Acquisition Manager. To qualify for this level of position, candidates must have a minimum of an MA, and five years of relevant work experience leading talent acquisition in the international development sector, including at least 2 years at the manager level.
Responsibilities:
Talent Acquisition (50% - 80% time)
- Conduct full-cycle recruitment on select high-value or priority proposals (both domestic and international), HQ positions, and projects.
- Source, create, and post job descriptions, scheduling and participating in interviews, leading debrief sessions, checking references, determining and extending equitable offers, and facilitating communication with the candidate and SI staff throughout the recruitment process.
- Craft staffing strategies creatively, guiding technical leads, project teams, and hiring managers across P&C processes and DEI&B, posting job ads to relevant and new networks/sites/boards, determining, and extending equitable offers, and facilitating communication with the candidate and SI staff.
- Lead staffing and personnel written inputs (personnel sections, staffing plans, formatted CVs), tailoring to the technical approach, and ensuring the team and each candidate are written to highlight the right skills and experience. This includes incorporating SI’s wins and discriminators.
- Work closely with select project teams to conduct sourcing or full-cycle recruitment, for consultant or full-time positions on active projects. Advise project teams on recruitment processes.
- Lead on recruiting for a variety of HQ-based positions.
- Maintain and lead the development of candidate pipelines/rosters for future proposal, and project needs. Creatively source passive candidates and build relationships with candidates.
- Advise on talent acquisition and staffing strategies to SI and partner teams, ensuring equity, diversity, and high-quality staffing and TA best practices are followed.
Corporate Talent Acquisition Leadership (10% time)
- Lead select TA initiatives, strategies, and long-term goals in conjunction with the Director of Talent Acquisition.
- Support in the development of the P&C Division workplan, goals, and initiatives. This includes actions related to the DEI&B Policy, Learning and Development, and other related initiatives.
- Contribute to the successful implementation of the Diversity Outreach Strategy initiative to increase diversity in SI’s candidate pool and workforce including leading partnerships with relevant organizations and networks for SI.
- Participate, and eventually lead, bi-monthly Talent Acquisition Team meetings, ensuring lessons learned, best practices, and company-level insights are communicated and applied to processes.
- Support the data collection and analysis quarterly and annual TA metrics.
- Work with the Director of Talent Acquisition on improvements to the talent acquisition process as needed, including tools, document storage, templates/forms, feedback gathering.
- Develop and conduct tailored P&C trainings to SI staff as needed.
Supervision and Management (10% time)
- Supervise Talent Acquisition team member(s) including serving as a coach and mentor to develop their professional development.
- Maintain TA vendors (recruitment consultants, candidate databases/platforms, compliance software, etc.). Research and identify new vendors as necessary to ensure SI is receiving the best possible services for TA.
Outreach and External Engagement (5% time)
- Participate in candidate care and outreach initiatives, including improving SI's candidate networks and recognition in strategic areas for SI. This includes developing creative ways to increase specified networks of candidates, the reach of SI's job advertisements, and attending career fairs and other networking events.
- Support and participate in external facing initiatives such as: developing creative TA and P&C communications/external presence ideas to better market SI as an employer of choice.
- Serve as SI's representative at conferences, events, and meetings with partners, donors, and candidates. Build care and communication initiatives to increase SI's network and long-term relationships.
Qualifications:
- Master’s degree and three years of experience in talent acquisition and full-cycle recruitment in the international development sector, including on proposals. (Bachelor’s degree and five years of relevant experience can be considered).
- Demonstrated proactive skills in developing and carrying out solutions and strategies in talent acquisition.
- Ability to effectively mentor supervisee(s) and foster a supportive environment for their professional development. This includes experience in setting clear performance expectations, providing constructive feedback, and supporting individual professional development needs of supervisee(s).
- Excellent ability to use online Applicant Tracking Systems such as Taleo, to improve application, metrics, and other data storage. Preferred experience in implementing ATS’s.
- Experience in creative sourcing approaches, especially for diverse/underrepresented candidates.
- Excellent professionalism and oral and written communication skills.
- Proven ability to craft sound and tailored proposal staffing approaches and personnel sections, inclusive of formatting candidate CVs.
- Strong stakeholder engagement skills with experience of working with and managing staff on recruitment requirements.
- Capable of independent action and sound judgement.
- Strong attention to detail and organizational skills.
- Ability to follow through on multiple tasks in a fast-paced environment.

- Prior supervisory and team building skills preferred.
- Knowledge of employment laws, OFCCP, and EEO regulations, standard HR practices and procedures strongly preferred.
