The HR & Recruitment Manager at Blossom HCG is a key role, our people are our most valuable resource. We are looking for a highly skilled recruiter and HR Manager to join our team and help us find the right people for the right roles. The ideal candidate will have experience in recruitment, to include deep knowledge of the screening, interviewing, and hiring processes, human resources management, employment law, positive employee culture and outstanding HR compliance and regulation. We are seeking someone who is enthusiastic about discovering untapped talent, driving company growth, and helping people develop successful careers. The role will take the lead on all HR processes, line manage two members of staff and work in partnership with the Operations Manager, Registered Manager, Nominated Individual and the Company Directors, as a key member of the Senior Leadership Team.
SUMMARY OF MAIN RESPONSIBILITIES AND ACTIVITIES
The HR & Recruitment Manager is accountable for the ownership and ongoing management of Blossom HCG ‘s HR function as part of the Senior Leadership Team.
The role manages a Care & Training Co-ordinator and Recruitment Administrator.
KEY RESPONSIBILITIES
Ownership of our HR policies and the Employee Handbook:
- Accountable for developing, maintaining and managing Blossom HCG’s HR policies and Employee Handbook.
- Ensuring they are kept up to date and aligned with all applicable regulations including UK Employment Legislation, ISO 27001 Requirements and UK Data Protection Legislation.
- In addition to ensuring that the policies are compliant with regulatory standard and legislation you will also ensure internal compliance through our monitoring and quality assurance systems.
Ownership of all recruitment activities:
Accountable for all recruitment activities including:
- Resource planning and employee forecasting.
- Recruitment strategy, benefits planning and package benchmarking.
- Role profiles, advertising, CV and candidate screening, interview co-ordination / administration and offer
- Managing and delivering on-boarding activities for new employees and associates including contracts, compliance with UK legislation relating to rights to work, employment checks, first day arrangements, equipment and induction activities.
Ownership of Blossom HCG’s health and wellbeing agenda:
- Accountable for ensuring robust processes and plans are in place for the ongoing management and wellbeing of our staff including promotion of the importance of ongoing health and wellbeing management leveraging existing benefits and key resources.
Ownership of Blossom HCG’s HR Support activities:
Accountable for ensuring appropriate processes and frameworks are in place to support house managers with people related management and queries including:
- Provision of specialist support for complex and sensitive people issues e.g. health, performance, grievance etc.
- Management of human resources casework including investigation, discipline, grievance, capability, and harassment.
- Conducting exit interviews on terminating employees.
- Completing staff risk assessments.
- Ensuring that client and staff HR files are up to date and comply with company procedures.
- Ensure all operations are company and CQC compliant.
- Evaluation and administration of flexible working requests.

- Liaison with the Finance Director, pensions provider and benefits providers for payroll, pensions and benefits administration
Ownership of individual performance and development plans:
Accountable for ensuring compliance and ongoing management of performance management and staff development including:
- Ensuring career development pathways for key role types are created and actively managed with people. being assessed regularly against their expected level of attainment via performance.
- Working with the Care & Training Co-ordinator to ensure specialist courses are sourced to address learning needs including engagement with third party providers and delivery of internal knowledge transfer, product upskilling and 'how to’ courses.
Ownership of Blossom HCG’s culture:
- Clarity, ownership and positive re-enforcement of our values, through the people we recruit, the way we work, the way we interact with each other and the processes we adopt.
- Introduction of Blossom HCG’s recognition schemes, ad-hoc rewards and service awards.
Ownership of HR Integrations and Operating Model:
- Ensuring Blossom HCG’s Organisation Chart and Operating Model is defined and maintained with clear roles and responsibilities for all teams.
- Accountable for ensuring Blossom HCG’s HR processes and procedures are defined, implemented and reviewed on an ongoing basis to maximise operational efficiencies across the organisation for all people related matters.
Corporate Governance and Performance:
- As part of the senior leadership team you will be required to input into the leadership of Blossom HCG.
- Accountable for ensuring KPI reporting, and board papers are produced in accordance with the corporate governance timetable.

QUALIFICATIONS
- Professional member of the CIPD at MCIPD, or equitable demonstrable experience and CIPD qualified to Level 7.
- Evidence of continual professional development as a human resources practitioner.
SKILLS & EXPERIENCE
- Minimum of 5 years’ experience in a similar role, or context and ideally within the care sector.
- Successful experience delivering human resources advice and support to multi-sited service managers across the human resources functions, including interpreting and applying terms and conditions of service and contracts of employment.
- Sound experience of managing and bringing to a successful conclusion human resources casework including discipline, grievance, capability and harassment.
- Support managers through managing change programmes.
- Experience of providing advice and guidance on contractual variations.
- Experience of attending and managing employee tribunals working with ACAS and legal representatives.
- Knowledge and understanding of key human resources processes such as payroll and pensions, human resources information systems and recruitment.
- Excellent knowledge and understanding of human resources best practice in employee relations coupled with a thorough understanding of the practical application of current and upcoming employment law.
