Summary
The Manager, Talent Acquisition (Recruiting) is responsible for managing the full recruitment cycle for the organization (from initial candidate contact to successful onboarding) to ensure NTTA hires qualified employees to meet NTTA’s current and future staffing needs. In compliance with the NTTA’s recruitment policies and procedures, this position is responsible for developing an ongoing talent pipeline, forecasting headcount needs, timely filling positions, and retention outcomes. Tracks and reports employment statistics, including vacancies, cost per hire, source of hire, and retention. Responsible for the achievement of recruitment targets and goals. Proficient knowledge of HR personnel practices and principles with good knowledge of all applicable labor laws, especially ADA and EEO. This position reports to the Assistant Director of Human Resources.
- Starting Pay: $82,338 annually***
Key Responsibilities
- Exemplify, apply, and implement NTTA’s strategic goal to recruit, train, and retain a highly qualified, engaged, and energized team.
- Engage in a continuous interactive process with hiring managers to identify departmental recruiting needs.
- Open positions and use the appropriate strategies to fill positions within the established time frame.
- Identify the best sources for the most qualified candidates, including but not limited to social media platforms, websites, colleges and universities, recruiting agencies, and employee referrals.
- Continually introduce innovative strategies to attract talent. Create sourcing plans and advertising to attract top talent. Represent the organization in online communities and social media platforms where participation supports recruiting goals.
- Screen and process applications; coordinate, schedule, and conduct interviews, complete background checks, and prepare employment offers to ensure adherence to timelines and related policies and procedures.
- Manage and document communication with candidates and hiring managers throughout the hiring process. Manage internal offer approval process; negotiate and present final offers to candidates.
- Serve as NTTA’s employment brand advocate, both externally and internally.
- Partner with Procurement to develop and manage contracts with vendors such as recruiting agencies, assessment providers, recruitment sources and background checks.
- Perform budget trend analysis, may recommend budget allocations, and may assist in preparing budget documents.
- Partner with the Training Manager to development and implement NTTA’s onboarding program.
- Oversee retention outcomes and promoting a culture of excellence that engages staff.
- Produce accurate and timely vacancy and applicant tracking reports; completes weekly and monthly recruiting metrics reports.
- Plan and assign work and schedules for the recruiting team; establish team performance standards.
- Train, Develop and motivate to improve performance.
- Provide training to hiring managers and other employees on effective recruitment practices and techniques.
- Partner with Compensation and Benefits team to ensure updated position responsibilities and job descriptions.
Qualifications
- Bachelor’s degree in human resources, a related field of study, or equivalent 10 years of experience in recruitment.
- Experience with recruitment strategies and techniques.
- Excellent communication and interpersonal skills.
- Ability to identify top talent and effectively manage recruitment pipelines.
- Working knowledge of employment laws and regulations.
- 5 years of management or supervisory experience.
