Position: Human Resources Manager

Overview:
Human Resources Managers oversee and manage the HR department, ensuring efficient and effective delivery of HR services and initiatives that align with the organization’s goals. The HR Manager is responsible for assisting with recruitment, hiring, employee relations, training and development of new employees, compliance, compensation and benefits, and fostering a positive workplace culture.
Key Responsibilities:
- Strategic HR Leadership:
- Develop and implement HR strategies and initiatives aligned with the company’s overall business strategy.
- Collaborate with senior leadership to forecast workforce needs and plan for organizational growth.
- Develop and implement an Employee Handbook with Codes of Conduct
- Recruitment and Talent Acquisition:
- Oversee the recruitment and selection process to ensure the hiring of qualified candidates.
- Manage employer branding initiatives to attract top talent.
- Develop and implement onboarding programs to ensure new hires integrate effectively.
- Hold new employee orientation to ensure all hires are aware of Codes of Conduct (i.e., timeliness, attendance, customer service, etc.) per the Employee Handbook.
- Employee Relations:
- Serve as a point of contact for employee concerns, fostering a positive and productive workplace environment.
- Address employee conflicts and resolve workplace issues in compliance with company policies.
- Promote diversity, equity, and inclusion initiatives.
- Performance Management:
- Design and implement performance appraisal systems with (annual/biannual) metrics.
- Provide guidance and support to managers and employees on performance improvement plans.
- Analyze and provide insights on workforce productivity and engagement.
- Training and Development:
- Identify training needs and oversee the design and implementation of professional development programs.
- Manage leadership development programs to ensure a pipeline of future leaders.
- Compensation and Benefits:
- Oversee the development and administration of compensation and benefits programs.
- Ensure pay practices are competitive and aligned with industry standards.
- Compliance and Risk Management:
- Ensure compliance with labor laws, employment standards, and regulatory requirements.
- Manage workplace safety and health programs.
- Maintain up-to-date knowledge of HR-related legislation and best practices.
- HR Operations and Technology:
- Oversee HR systems and ensure accurate record-keeping and reporting.
- Utilize HR analytics to guide decision-making and improve HR processes.
- Drive process improvements to enhance HR service delivery.
- Cultural and Organizational Development:
- Foster a culture that supports the company’s mission, vision, and values.
- Lead change management initiatives and promote employee engagement.
- Organize team-building activities and events to strengthen organizational cohesion.
Qualifications:
- Education: Bachelor's degree in Human Resources, Business Administration, or a related field. A master’s degree or HR certification (e.g., SHRM-CP, PHR) is preferred.
- Experience: Proven experience in HR management or a similar leadership role (typically 5–10 years).
- Skills:
- Strong interpersonal and communication skills.
- Ability to handle confidential information with discretion.
- Proficiency in HRIS systems and data analytics.
- Problem-solving and conflict resolution skills.
- Excellent organizational skills and attention to detail.
- Knowledge of Guam and Federal labor laws and HR best practices.
